Since April 1, 2024, the possession, cultivation, and consumption of cannabis for personal use by adults has been largely legalized. Although cannabis was already available for medical purposes in Germany, the legalization marks a significant step. According to the federal government, the new regulations aim to combat the black market and reduce health risks. However, a YouGov survey commissioned by the German Press Agency (dpa) from April 2024 shows that half of Germans (50 percent) do not believe that these goals can be achieved.
According to data from the target group segmentation tool YouGov Profiles, the vast majority of the overall population (79 percent) have not purchased cannabis seeds for personal cultivation since legalization, but 12 percent plan to do so, and 6 percent have already done so.
A look at the individual federal states shows that consumers in Berlin (18 percent) are the most likely to plan to buy cannabis seeds compared to other states, while residents of Schleswig-Holstein (8 percent) and Brandenburg (9 percent) are less likely to have such plans. Additionally, respondents in Berlin most frequently indicated that they had already purchased cannabis seeds for personal use (10 percent).
